SUMMARY OF THE POSITION:

Reporting to the Director, Human Resources & Payroll, the hands-on Human Resources Manager will lead and direct the routine functions of the Human Resources (HR) department including, but not limited to hiring and interviewing staff, benefits, leaves of absences, employee relations, enforcing company policies and practices, investigations, workers’ compensation, and retirement plans. The Human Resource Manager must plan, coordinate and manage the ongoing day-to-day operations of the Human Resource Generalists through activities including recruitment, training, communication, performance management, review and workflow process changes, as well as hands-on management of their own functional area or responsibilities.

 

Responsibilities

PRIMARY JOB FUNCTIONS:

  • Developing and implementing HR strategies and initiatives aligned with the overall business strategy.
  • Bridging management and employee relations by promptly addressing complaints, demands, grievances or other issues.
  • Partners with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.

Oversight and/or hand-on management over one or more functional disciplines listed below:

 

Employee Relations

  • Partners with management to communicate Human Resources policies, procedures, programs, and laws;
  • Recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation;
  • Counsels PM and RMs (may participate) in the conduct of investigations when employee complaints or concerns are brought forth;
  • Advises managers and supervisors about the steps in the progressive discipline system of the company;
  • Counsels managers on employment issues 

Benefits Management

  • Administer end-to-end benefits programs (health wellness programs, insurance policies, 401(k), leaves of absences, Open Enrollment, COBRA, etc.)
  • Timely and accurate invoice reconciliation and payment of all benefit programs
  • Monitor government regulations, legislation and benefit trends
  • Create, manage all benefit related information and forms on company intranet
  • Manage the entire enrollment, renewal and distribution processes
  • Compile and submit date to diversified investment for the purpose of performing annual discrimination testing

Leaves of Absences and Workers’ Compensation

  • Process forms, ensure certification and send correspondences regarding eligibility for leaves
  • Communicate with employee, management and insurance carriers regarding claims status, investigations, and management
  • On-going case management of all LoA and WC claims
  • Property List – maintain list of properties with WC codes and communicates changes to brokers and insurance carriers
  • Coordinates & Facilitates monthly WC review meetings and writes summary report of recent trends in WC claims
  • Coordinates & Facilitates quarterly WC claims reviews with vendor and Leadership
  • Compiles data in order to complete and distribute Cal/OSHA Summary Form 300A

Employment/Recruitment

  • Manages the Adverse Action process for all regions
  • Manages the applicant tracking system and the background check vendor processes
  • Assist hiring managers with the recruitment process for exempt and nonexempt employees using standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce;
  • Reviews the resumes for job candidates and interviews nonexempt and exempt, when assigned, candidates for employment.

Qualifications

  • 4+ years of Human Resources management experience.
  • California work experience is an absolute must.
  • Demonstrated strong experience in managing third party payroll processing experience with Dayforce (Ceridian product) preferred.
  • Extensive knowledge of labor laws and HR best practices
  • Demonstrated experience in problem identification, analysis, recommendation of options and development of logical and workable solutions.
  • Second language is highly beneficial.
  • Demonstrated working knowledge of Microsoft Office programs such as WORD and OUTLOOK are essential - a high degree of proficiency in EXCEL is central to the position.
  • Hands-on experience with navigation and reporting using HRIS systems such as DayForce, ADP, Workday, SAP, etc.
  • High proficiency level using vendor and government portals and websites for benefit management, troubleshooting and reporting.
  • Experience supporting a mostly non-exempt workforce at remote locations.
  • Supporting a property management company focused on affordable housing is a plus.
  • PHR/SPHR (Professional, Human Resource) certification is a strong plus
